I have managed to get vibration working but not sure which of the following fixed the issue.
1. I turned off Soft Lock in the wheel/advanced section and the next race worked fine with vibration & feedback. I turned soft lock back on and everything was still fine.
2. I also unplugged the USB to the wheel while the game was active and then plugged it back in again.

It's not the soft lock that fixes it for me but unplugging the usb for the wheel and plugging in again while the game is running. The issue does return so it's not a permanent fix.
- @bobbaroonie It happens for me every time, but unplugging the wheel then reconnecting sits it. Unnecessary wear on the connector though!
