Have WRC installed on D: as I have a smaller C: only for the operating system etc. Have had so since WRC was released (and all other games), working just perfect. Since patch 1.9 WRC will not launch. Understand that EA propose to re-install at C: that I have no possibility to. Have tried all other possible proposals without sucess. Will EA fix this embarrasing issue, otherwise how do we claim our money back????

You most likely can't, like many of us (I got told by an official operator from their support that "I bought the game almost a year ago, there will be no further support"). But you can save your money from future purchase under EA licensing.
