I don't remember the order but below steps worked for me (at least for now 🙂 ).
- sfc /scannow
- open Steam > Steam > settings > downloads > clear donwload cache
- open Steam > Steam > settings > storage > (select drive on which the game is installed) > (three dots button) > repair library
- open Steam > library > right-click on game > properties > installed files > verify integrity of game files

I tried all the methods what was suggested in the forum and nothing didn’t work for me.
This might sound funny, but it helped to me.
I removed the GPU from the computer and put the GPU back in, turned on the PC and tried to run the WRC game and everything now works.

What solved the issue for me was replacing whole motherboard, the game/anticheat seems to be very sensitive to memory errors, and I had damaged ram slots/controllers. So run memory tests if you have these problems.
