So, looking at some of these responses, I've seen a few neat things, and some rather frustrating things, but I'll open things up by saying I have resolved this by upgrading my GPU to an AMD Radeon 7800 XT. It's frustrating that I've had to resolve this by way of a substantial upgrade to my GPU, but it does mean that things work much better than previously. It's a very conflicted-feeling resolution to the issue. If a resolution by the developers comes about, then that would be excellent for those who are in no such position to update their hardware, but as things stand, those on 9xx cards in particular are going to be shafted for a spell.
It's cool that some folks are finding ways around these issues, by hosting competitions on stages no affected by these issues. It's just annoying that an amount of the game is simply locked off unless you upgraded or using a game streaming service (which I personally object to, but that's neither here nor there).
Really, my biggest issue with this right now is the rather poor communication. Until I saw on here there was a Reddit community, I didn't see much of anything in the way of communication beyond the initial message by Barry to say that we're using hardware that's not supported (despite the fact it runs and plays). It's hard to be satisfied with this, and think Codemasters and EA would do well to improve communication with folks playing these games.
Hopefully a proper fix for those on 9xx series cards comes sooner rather than later. I don't want this thread to have been for nothing.

So, I hadn't played much since getting my 7800 XT, but just after I noticed I got this message, I went ahead and played a bit more. Spent roughly an hour or so on the Career mode, and I can confirm I'm also getting some black flickering on the level, as well as flickering in the car interior where light is shining on it. I'm not sure what's going on there.
The game is at least playable for me, compared to how it was previously, but yeah...not ideal.
Yes i have the Same issues with a 7900 xtx there are black polygons flickering on the Road structure during night races, and Sometimes the headlights are slightly strobing on the Stage Sometimes but Sometimes It works correctly.
I have the same problem and I have found out that it has something to do with the anisotropic filtering. If you turn it off for night stages, the flickering disappears.
