I too can confirm this game has a issues with my RX 7900XTX. There are a lot of small black spots popping in on the road momentarily, multiple times per second. Switching off anisotropic filtering didn't fix it for me, but it did make it less apparent.
Auto exposure is also broken, Mexico is unplayable. The road surface is way too bright. I'm using a mod to fix that otherwise the game would burn my eyes out.
This is the difference for me - the first picture is without anisotropic filtering, and the second picture is with 16x. On Rally Iberia the difference is even more noticeable.

I have the same issue, night stage turns completely black after a few meters.

This happens on GTX 9xx series cards. I had the same problem on GTX 980 Ti and I replaced the card with RTX 3060 and everything works as it should.

I just confirmed that this is a problem with mip mapping not applying to the road textures (all environments actually?). I changed r.MipMapLODBias to 15.0 which is always the worst quality. This is the confirmation of the setting:
There's just one thing that mip mapping is not applied to. Guess what it is?
Even worse during the night (AA set to low):
Mip mapping seems to not be applied at all or something is missing with it's bias.
Bump mapping seems to be too aggressive and flickery too.
