To add my 2ct to the good explanation above and included the link to the official document.
The implementation of boost and regen in EA Sports WRC removes the fun of driving a Hybrid Rally 1 car. You have to lift the foot completely from the throttle pedal (or add a whole bunch of dead zone) also the regen is very slow and needs lot more brake pressure than in the regulation defined.
So we would have to over-brake each corner to get an amount of regen with the throttle foot complete removed from the pedal.
The regulation (last updated version from the FIA site 2023-04-28) says on page 115:
4. VALID REGEN
• Maximum throttle pedal is 30%.
• The regen energy counter is active only when the front brakepressure is higher than 5 bars and the throttle pedal is below30%.

This means you have to lower the throttle under 30% but not 0% and have to break (5 bar is a very low brake pressure). If I look at the onboards of Rally 1 the regen is completed nearly in every corner while the driver only lowers the throttle and has boost out of every corner.
The implementation in EA Sports WRC is nothing compared to this. You have to lift the foot completely from the throttle pedal and the regen is very slow and needs lot more pressure than in the regulation defined.
This definitely removes a lot of driving fun from the Rally 1 cars.
There is also a total limit to the energy available, so you could get to the end of the stage without any more hybrid thrust. The 80% limit would become either an advantage, because you would get the boost on more accelerator presses, or a disadvantage, because it forces you to use a boost part that you could accumulate in more suitable parts of the track.
There is also a button to disable the hybrid, with the limitation that once reactivated it will only be active after 60 seconds.
If it were implemented as per the regulations it would make the use of the boost very strategic.
As it is now it's just a useless distraction from driving. I'm much faster if I force myself to ignore the boost bar.
