I am experiencing the same issue (GPU: NVIDIA GTX 1070). I believe I saw this issue pop up before in these forums and it might be related to the nvidia gtx 10 series graphics cards. This is extremely annoying and makes the game unplayable in some instances indeed, like the Puma for example.
Even in the menus the glitch can actually be seen, for example on the WRC Hyunday i20 on the wing mirrors when selecting the car (don't remember which livery but not sure if that actually matters). The glitch can also be seen if if a car that has the glitch is selected as the car on display in the main menu.
I have attached the image of the bug. Sadly, I was using HDR, so the image looks blown out for that reason (the view did not look like this in the game, only when taking the screenshot with the snipping tool).
