I moved it over to the primary drive before the last patch, and it did patch correctly with only 20GB of free space, so it's only a secondary-drive issue.
I've got other games that also have large single files (18GB) installed on the secondary drive through Steam that patch correctly without much free space, so it seems to not be just a Steam patcher issue, it's specific to this game.
