[PC] Stuttering can be removed by entering basic graphic option

Platform:Steam-PC
Summarize your bug Everytime I start new racing, I get micro stuttering. (always) However, lagging and stuttering can be removed by simply entering "basic graphic option menu" and coming back to game even without any setup changes. But I do it again and again when I change the location of the map. (When I start the game this happens 100%, and can be fixed 100% by entering the menu.)
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Some of the people say they are having the same issue. I use rtx3080 with windows 11... but don't know why just entering the basic graphic option menu can fix everything.
What happens when the bug occurs? I just need to enter the basic graphic option menu to eliminate the stuttering.
What do you expect to see? I don't want to enter the option menu everytime I play this game.

    Hi @CPXHC, its been sent over for them to review. There hasn't been much traffic on this for months. If it is still an issue, we would need to test it out and see what the hiccups are on it.

    same bug, it's present from the first release, the game running at 60fps (fraps or similar indicator) but game running on my eyes at 30fps or similar and stuttering, go to pause enter and exit option grapichs menu, and the game run 60fps correctly... this, EVERY SINGLE STAGE

    im on 4090, 32gbram 13700k ea app launcher

    @CPXHC Appreciate the info on this one. Will pass it along to the team so that they can test this out on their end. Tried to reproduce it on my end up wasn't getting any stuttering.
