CPU around 25-30% OVERALL doesn't mean that it is not bottlenecking your GPU. You have to look at utilization of the individual cores to check for a CPU bottleneck.
Doesn't mean the game should not be further optimized, it's just a common misconception to only look at overall CPU utilization instead of core utilization when looking for a CPU bottleneck.
HOW TO UTILIZE ALL CPU CORES?
That's up to the developers and their implementation of the game / engine.

@JG-skinny-racer There are users like you who are lucky and it works well for them with their hardware configuration, and others for whom it does not work correctly. Clarify that what I said before should not be a matter of luck. It is not a question of an isolated error or failure since it happens to many users. A game should work correctly on any computer as long as you have the appropriate specifications or even in my case, for example, I have higher specifications to be able to run the game with ultra settings at 1440p.
