Do you get 100% GPU utilization in menus and pause screens though? That's what I'm getting. GPU usage only drops when I'm on a rally stage. Even in Rally School, I get 99% GPU usage, but never in a normal stage.
Definitely a serious bug that should be fixed asap.

Hello, exactly the same thing happens to me as you. In menus the GPU reaches 100% perfectly (well, not always, but it is used much more) and obviously, in menus I even have 230FPS on some occasions. The drop in performance only happens to me in the stages. Only occasionally at some stage I get 100% for a couple of seconds but it fluctuates again. With the new patch the stuttering has improved, but unfortunately it remains the same. 32GB DDR4 3600MHz, i7-8086K @ 5GHz, the game installed in a Samsung NVMe 970 and my GPU is an RTX 4070.
