Agreed it is very odd that users are seeing such varying issues. Although i am capable of running reasonable frame rates, i also get a lot of stuttering especially on the first run as if the shader patch did not quite work, compared to others. All graphics settings except DLSS result in a blurry mess.
It makes it difficult to diagnose the issues when they are so different for everyone

FSR on quality or even balanced looks better than native with some sharpening. Native looks very blurry.
Turning car reflections and shadows to ultra low, does make it a fair bit better with the stuttering.
