Yes, it is only happening while driving. It is not happening in the menus.
I'd also like to elaborate on my original post. The vibration values and adjustments made to them are correct from what I feel. I am wrong when I said there was no difference.

However, there is still vibration in the controller when turning Vibration "Off". Upon further inspection, the *extra* vibration felt through the controller is not tied to any of the vibration options, but feels more like an extra layer of vibration coming from the engine. It's as if the engine vibration is duplicated, and the "duplication" is set to the default value. This extra layer of vibration led me to believe that the other adjustments made no difference.
As mentioned in an earlier comment, you can feel/hear the engine revs through the vibration motors in the Dualsense controller.
