not the thread OP, but for me the numberplate decals stretched for all cars (custom car, custom livery, real car). Hopefully it can help others 🙏
While it’s similar to the decal glitch because the decals do appear stretched when using the livery editor, they do it on all patterns and it does it for all cars plus the rally plates and numbers which makes me think it’s related to the 1060 bug but I have a 1080 in my system. Could be a bug related to all pascal based cards.
Happening to all cars in editor and even some stock ingame liveries for me as well
I have checked Livery glitch, and checked by DxDiag.
I am having problems with my computer.

This is unacceptable. This issue has been known almost since release and is not fixed. It took a week and a half to issue an update where they didn't fix it. Nice❤️
I have a GTX 1060 and i have same issue. But in livery editor i have +- 5 FPS when i change color. If i change or add some decals, game drop to 2 FPS and freeze.

Same, I have 1070ti and when I change colour, the FPS is fine but with decals it drops to 3 FPS, yes, 3 FPS. Besides that, the decals are visible only on these stretched out stripes
I have a GTX 1080 and I simply don't see any decals on most cars (they don't appear on the car. If they do, they appear in random places on the car and are stretched.
This Peugeot 309 has the DUOTONE decal applied on all car parts in the default size and position. However, all you can see is some smudge on the rear hatch glass and that's it. The issue persists with other cars as well (including all official WRC classes).
Same issue for me. Happens on all cars both in menus and in the game (once it happens, it does not go away, except for the vehicle selection screen). With WRC Puma can't see where I'm going with the dash cam as the stretched stripe is on the window.

For me the original livery on the Ford Puma Rally1 and the Yaris Rally1 are full of weird lines and colors that shouldnt be there. In the case of the Ford theres even lines on the windscreen that make using internal cams dificult, since the lines are not transparent and you cant see thru the windscreen properly
Im having the same issues with the stretching and I also have horrible performance when trying to add decals (3 FPS max)
It's worth noting that the issue only happens on GTX 1000 series cards, and it might even be a driver bug - making a RenderDoc capture on GTX 1070 and replaying it on an RTX 3070 does not reproduce this issue.
Low performance when editing decals, and stretched driver numbers/nameplates are both the same issue.

Unfortunately I have the same problem. Neither patch nor graphics card (1080 Ti) driver update have changed anything.
Please do something. Puma WRC cannot be driven like this.

I devised a proof-of-concept fix by replacing the decal shader in-game with the one I recreated. This might serve as a good proof that this is fixable. The following screenshots are done on GTX 1070.
This proof-of-concept fix corrects both broken liveries and poor performance in the Livery Editor - so I am hoping Codemasters can fix it officially without much trouble.
More information - the decal shader is not the only one affected by this bug, car paint is too. On 10 series cards, painting bonnets/roofs/mirrors is impossible.
