This is what solved my launching issues - Download the tool OpenXR API Layers off github and disable any VR layers that may be problematic. You'll see a warning message saying this layer may interfere with anti-cheat software) In my case, it was VR motion compensation, eye trackers, etc.
Thank you JazzButter for your post #73! This tool (https://github.com/fredemmott/OpenXR-API-Layers-GUI) enabled me to identify the two files that prevented WRC and it's Anti-Cheat from starting. There were actually three files listed as potential problems with Anti-Cheat, but the two that prevented starting were: 1) Open-XR-Quad-Views-Foveated\Openxr-api-layer.json and 2) OpenXRToolkit\XR_APILAYER_MBUCCHIA_toolkit.json. The third file listed was for Open XR Motion Compensation but I could leave it active and the game would start as long as the other two files were disabled.
