I've quite possibly stumbled upon the fix. Previously deleting the shader cache worked for me, though now I've found another solution via Engine.ini.
You will need to navigate to AppData\Local\WRC\Saved\Config\WindowsNoEditor and open Engine.ini - and look for the following lines;
D3D12.PSO.DiskCache=1
D3D12.PSO.DriverOptimizedDiskCache=1
Change the values to 0. Save and close the file and try launching the game.
Alternatively, deleting the Saved folder entirely achieves the same result - though you will have some settings to change back to your preferences in game.
Deleting the folder generates a new Engine.ini without these lines.
This has worked for me, and can reliably launch the game every time without needing to delete the cache files. Wishing you all luck for the same...

Tried this as well, deeted shader cache, even disabled on driver side, restarted the PC, deleted the Savegame folder from AppData, towards no avail. ☹️
