Update doesn't work

I'm trying to update the game In steam. It download and starts doing some stange fixing. Which stops before it reached the end.

I've Come to realize that it's just faster to delete game than download an update.

No other game starts some fixing process of 90gb from the start. And it slower than downloading the whole game.
