(Ver 1.3) All custom liveries broken after November 8 patch

Summarize your bug After the November 8 patch, all decals have their Projection Depths messed up, breaking all custom liveries.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? 1. Spend about 10-15 hours making a really complex livery in the pre-patched WRC, using Projection Depth a lot since most pieces won't appear on the roof without it. 2. Apply the patch. 3. Go view the livery in the Livery Editor.
What happens when the bug occurs? All decals' Projection Depths are wrong. Possibly only those where the Projection Depth is not the default, which means almost every decal on the roof for many cars. See attached images for before and after.
What do you expect to see? Liveries that look exactly as they did before the patch.
Notes regarding saving with broken liveries.
If you don't save your broken livery:
- It will still be broken in the livery editor, but not broken anywhere else.
- So photo mode in a rally, main menu, and service area = still fine.
- Photo mode in livery editor = broken livery.
If you do save your broken livery:
- it will be broken everywhere.
This means that you can't do any more work on your liveries unless you completely fix them first.
Fixing them manually requires changing every decal's Projection Depth. This is a painful process because every single time you fix a decal, the selection menu returns to the top. If you have 40 decals, this isn't fun. (This list can be 125 decals deep.) Before long, you can't remember which decal to edit each time, and you have to scroll slowly further and further down the decals list. Once you start having to guess which decal is next, you need to hold the left bumper or right bumper and hope something changes, every time.
