vsync is not working...

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? There are a lot of people who experience this bug. and it's persistent from the launch.
What happens when the bug occurs? When each stage starts, v-sync tends to be turned off. It can be fixed by entering basic graphic option, doing nothing, and then going back into the game. (then, the v-sync works) and if you change the map, v-sync will be off agian... everytime. There must be something in entering basic graphic option setting that enables v-sync.
What do you expect to see? I don't wanna do the procedures ( entering basic graphic option, doing nothing, and then going back into the game) all the time.
