Wet headlight illumination

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Select time trial, in wet conditions, with any car, (I found the bug in Monte Carlo, but I think it's everywhere), and drive. You'll notice that the headlights don't illuminate objects in front of you.
What happens when the bug occurs? The bug makes it difficult to drive in poor visibility conditions, especially in shaded areas, or during cloudy or nighttime weather.
What do you expect to see? a correction of the lighting system.

I noticed that when I view the replay and pause it, the headlights come on and illuminate objects in front, but as soon as I resume, the lights go off again.
