Beginner pass problem

AmiralKanaG7183 on xbox seris X. I am not new but i was level 13. But my friend who just start the game have something call beginner pass i think. I don't have this since i play the game since the beginning of the game but im only level 16 and i don't want to create another account. Can i still have the beginner pass. I wish to get Rampart.
