Can't purchase Ash "Biotechnic" bundle

I can't purchase the Ash "Biotechnic" bundle due to already owning the "Biomechanic" R-99 skin which is available in all 3 of the bundles. I am able to purchase the Horizon bundle but not the Ash one. Additionally, the Horizon one can be gifted whereas the Octane and Ash one cannot despite the general content being the same. This issue appears through both Steam and XBOX client.
