Progression made in-game (Apex), is only stored on the EA Account, and not any of the platform accounts (Steam, PSN, Xbox, etc)
This means that when you relinked your PSN Account from one EA Account to another one, that it did not bring any of the progress you made on PSN.
The progress you made on PSN should still exist though, if you log in on the EA Account that your PSN account used to be linked to, you should be able to access all that content (on any platform)
Cross Progression was intended to make it possible to access the content on one EA Account, for all platforms linked to it. Not for merging data between 2 different EA Accounts.
Currently it's not possible to merge data from 2 different EA Accounts, so it won't be possible to merge the data from PC and PSN together.
Though if you only care about the progress you made on Playstation, and not on PC, you can still use the old account that your PSN account was linked to. That way you can play with all the progress you had before.
I understand what you're saying, but anyway on my PS4 I have the progress from my PC, even if I unlink my account from PC on my PS4 I still have the progress from my PC
