Gifting system and friend list not working properly again

I have a friend whom I have been friends with since way back when Apex was still in origin, we transferred to steam pc apex and our accounts have been friends for almost a decade now but for some reason her account won't show up when trying to gift her the battle pass which is weird because literal accounts from people/friends that I have never even played Apex with has their accounts showing up in the gifting tab just by being friends (ON STEAM NOT EVEN ON EA) with them and they're newer steam friends too. I'm just looking for a way to fix this because me and my friend both fit the requirements for gifting and we just want to get her the Battle Pass before the season ends and its unfair that we can't even do this because of whatever weird bug if happening
