If you've already reinstalled Apex itself without any change, there are some further troubleshooting steps that may help out as well. Please give these a shot!
- Check for updates to your system software.
- Unplug any devices attached to the USB slot.
- If you're using an external hard drive, try installing Apex on the internal drive instead.
- Restore the licenses for your system.
