This error can pop up if the anticheat isn't able to launch due to another program or process already running. 

I would check through these steps to temporarily disable any other background programs or processes that may be conflicting. I'd definitely check input mapping programs similar to reWASD and try disabling those before launching, in addition to disabling any overlays to see if that helps improve things. I'd also check for any particular mouse/keyboard software, as we've seen that occasionally trigger this as well, depending on the functionality of the software and options available there.

There's not a specific list of exact programs I'm afraid, but this is essentially something running in the background that's not able to be properly verified and Apex is blocked as a result.
