PC Players in WC Console Lobbies - New Exploit?

As per the title, this has been happening to me since the start of split 2 Season 29. I disregarded it the first couple of times, but I just played 2 games and got the same PC player on my team in back-to-back matches. I'm starting to think that this isn't a bug but either an exploit or an intentional feature of WC mode.  *If a dev. could please comment to help elucidate the situation that'd be great.*
