I am also having the exact same issue. I was playing last night, let my computer install some Windows 11 update when it shut down, today the game is not working, giving me the same error message you guys are having. I'm wondering if it is connected to the Windows update, or if DICE pushed a hotfix or something. I have tried all the recommended steps I could find. Verified the game files, reboot. No. Uninstalled the entire game, reboot, reinstall. No. Run the anticheat install as admin, tried uninstall/reboot/reinstall. No. Tried repair/reboot. No. Tried update/reboot. No. Game refuses to launch.
The windows update that installed last night has to do with Secure Boot certificates, so I'm wondering if there's a conflict there:

UPDATE. Today I was able to get the game to launch without the error. I first tried to launch it again, no luck. Then ONCE AGAIN I verified the game files. The next time I launched it, it took longer than it normally would, and I saw it saying something about running a Javelin anticheat installer script among other things, than the game launched. As of now, it is working. Not sure what went sideways before. Anyway, try using Steam to verify your game files one more time, maybe you'll get lucky, or maybe somebody pushed a hotfix.
