Flares are ineffective against the engineer-specific gadget "IGLA".

When an IFV's second-seat laser target designator is used to paint an enemy aircraft, and a teammate fires an IGLA at it, the IGLA missile will hit its target even if the locked-on enemy aircraft uses flares.
