FPS & Latency warnings - Despite good set-up and internet

I get extremely choppy gameplay and stuttering. The yellow Latency and FPS error symbols in the lh corner show, no matter what graphic setting s are applied from minimum to maximum. 

The stuttering and slow frames makes it impossible to play. Please please please fix this. Tried everything and nothing fixes it.
