[Official servers] They never get filled with bots

I'm looking for games in the game's official matchmaking. In my region, there are certain modes that don't fill up, especially at certain times.

When a certain amount of time passes waiting for players, the bot autofill starts, but the game never fills up. It always fills up to 12/16 players, but to start the game, it needs 16/16. You might think that only four more people need to join, but it doesn't work that way. Once a person joins, it disconnects a bot to make room for that person, maintaining a constant 12/16. Basically, if the lobby isn't filled with humans, it won't start.

This is quite frustrating for those of us trying to complete challenges or simply playing some modes, because there are modes that simply can't be played smoothly because the lobbies don't fill up. Even if you wait patiently for 10 minutes for the game to fill up, it ends up disconnecting you from the game, indicating that the game ended (it never started).
