PURCHASE TWO COPIES OF BF6 FOR PC?? REALLY EA?

I purchased BF6 on PS5 for my main Moonswan account with EA. For other members of my family to play with me I purchased ANOTHER copy of BF6 for the PC Gaming Laptop under Woden29. I was expecting to be able to play my Moonswan account on the PC when the kids were on the PS5. Not having to purchase TWO copies of the SAME game on the SAME DEVICE?? 

I was told two different things by EA operators. The 2nd Operator at EA Help said I needed to buy a copy per account on the same device Is this even legal? Multiple copies of the SAME game paid for on the SAME PC? 

EA Help seem's to think otherwise. Please explain. The first operator told me it was a bug they were trying to sort out. This is after waiting a month for the 'Account Restricted' lockout to be fixed. Now you cannot use a different account even if the game is fully installed on the PC.
