vehicle spawns bug

new sobek, kairo, manhattan bridge, new sobek, and firestorm 

all have bugged vehicle spawns (specially on conquest) some of it applies to escalation (mostly nato sided) this needs to be fixed asap literally game breaking since one side always has a huge advantage
