I have the same problem.
In wet conditions, there is no grip at all, I'm sliding everywhere. I usually play at 105 difficulty.
As soon as it starts raining, the AIs are 2 to 3 secondes faster per lap.
This is number one issue that needs to be fixed in the game for me with AI speed on straight.
