My engineering facility has been stuck at 500 employees for over 6 races now and my personnel facilty is only gaining 1 or 2 people here and there. I have not capped my workforce size either (screenshot attached showing this) and constantly been using the bootsted hiring rate owner activity for these facilities and the personnel activty for increased recuritment as well. Same with any dilemeas that come up offering to boost hiring. The facility upgrades are maxed on all my facilities as well.
