Thanks for trying the steps. 

As the EA Javelin troubleshooting hasn’t resolved the issue, could you please try performing a Clean Boot and then launch F1 25 again?

A Clean Boot temporarily disables non-essential background programs and services, which can help identify whether another application or driver is conflicting with EA Javelin.

Let me know if the game launches after trying that.
