Make sure you have the Fanatec app downloaded and installed. This is the best way to make sure you are on the latest drivers/firmware.

Here is a video of it happening. Easiest way to reproduce - press Restart Session. After a few or even sometimes the first restart it starts doing that.
PS The ERS change this update is bad also. Reducing the recharge limit now just means less battery to use, especially since the IRL Miami battery changes haven't been added yet.
