Why can't you change the fuel mixture mode in qualifying on the downhill lap?
You can set the LEAN mode on the outhill lap and change it to STANDARD later. Such a change on the downhill lap would be advisable and helpful.
On the qualifying lap, the change is blocked (LEAN makes no sense then).
Similarly in the race. You can change on the formation lap, NOT in the race, and after the SC you can again. And why can't you in the PITLANE?
There used to be 4 modes. The increased ones were banned. Why can't you use the LEAN mixture at any time?

Fuel mixture mode

That's why the game has a [low fuel mode] that automatically activates when you run out of fuel. It slows the car down significantly, but it also means you can drive in this mode for an entire session (at a snail's pace) without entering the pit lane. Now that's UNREALISTIC!
My suggestion: Remove the low fuel mode. Allow switching to LEAN mode in qualifying on the pit lap (only when the fuel level shows LESS than 1 lap, e.g., from 0.9 or 0.8). This will allow you to enter the pit lane without drastically slowing down. However, when you run out of fuel, the car should stop and a RED FLAG should be displayed. Red flags should also be used in practice and qualifying. Of course, there should be a corresponding penalty for calling a red flag in qualifying. And that would be a REALISTIC solution!
You can change to lean on the out lap because the game knows it won't be used as a valid lap for qualifying as you just left the pits. The setting remains locked after completing the qualifying lap because there's no way for the game to know whether you are doing a cooldown lap or another qualifying lap.
In similar fashion the formation lap isn't officially part of the race so lean remains unlocked if you want to save as much fuel as possible for the start of the race.
If the fuel mode is unlocked in the pitlane or after the safety car comes back in that would probably be a bug.

It's true that there are no more performance modes. We have standard and lean. If we use standard mode in qualifying and the race, why is it possible to use lean mode in the game in some situations (described above)? (I'm not talking about training, because you can do that there)
Yes, fuel modes were restricted by the FIA prior to Imola in 2021.
F1's 'Party mode' ban – What are the changes to engine modes and why do they matter? | Formula 1®
About half way down it mentions the following "The new Technical Directive will require the power unit to be run in the same single mode during qualifying and race."

Yes. It's supposed to be like in real life. But is it like that in this game?
Its to match real life where they aren’t allowed to change fuel modes
