My Team - Upgrade "Breakthrough Level 4" has no tangible effect on gameplay

Considering this is the only place where the Devs look for bug post complaints, I thought it would be best to put here. I believe this would qualify as a level 2 bug, as it's not as critical to fix as a game crash or anything that would prevent it passing an update submission. 

But it's definitely more important than anything in the environment, as this is a gameplay bug.

Either way, I'm hoping they fix this. Or at least give us something to help make the My Team car the best. It seems woefully uncompetitive from what I've seen in my playthrough.

Would’ve been cool if it resets upgrades, like you can re-do the tree and still save like 3/4 of your performance but it be a “new idea” like Ferrari have gone for this year, idk tho, it makes no sense for this upgrade to be here
