I'm having 8fps with the recomended graphic settings selected by nvidia app.
My gpu is having 0 to 5% usage.
Cpu at around 17 to 25%
Memory at 18 from 32 GB

This started only today, before it was working.
Other games are working correctly.
Even if I set my graphic settings to the lowest. I get 100 fps the gpu continues with really low usage. The game is not smooth but the fps are high.
Only single player tested. Time trial and player career.
