Some AI Drivers drive on the track with Pit Limiter on

I've only seen it in career mode practice session, and requires more research. But sometimes when I drive out of the pits, some of the AI are driving slow on the map and ingame. These AI are ghosts and have no name tags, but other AI, who don't have Pit Limiter bugs, are impended by the ghosts, and cannot drive through them and can't overtake them. These appear completely randomly.
