Players disappear from scout reports while scouting -> endless staff busy

I have had an issue within player scouting in manager career mode. Sometimes my staff show the message "staff busy, cannot assign to [player name]" which I understand means that the scout has reached their maximum capacity of players they can scout at any one time. However, the issue I am having is that these scouts are not visibly scouting any players when I look on the global scouting network and meanwhile displaying the message that they are currently busy. Through troubleshooting, I have since realised that these scouts were scouting players at one time however with about four days before completing the scout reports, the players disappeared from the scouting network and the relevant scout's report. The problem here is that the game still believes the scout is actively scouting these players so the staff busy message persists however with the players no longer appearing on the scout report the scout never completes the scout report, thus causing the scout to be endlessly busy and never returning completed reports. I believe that the issue may be related to scouting players that are already on your shortlist/transfer hub (re-scouting a player that has an outdated scout report). I have tried removing players from my shortlist/transfer hub before scouting them and the issue persisted with them disappearing from the scout report with four days to completion of their scout report. I do still believe the bug is related to scouting players already on the transfer hub or players that you have already scouted previously but not in the way I first thought as I cannot seem to troubleshoot to find the true cause of the bug
