Transfer Notifications permanently don't show up

I've seen multiple people report this issue over the past 7 months and it still hasn't been fixed.

If you have picked the option to turn off the first transfer window in the setup menu of a new career mode save then you will never receive any transfer notifications in the Central page and this bug never disappears throughout the save. The only notification you get is that the offer is withdrawn due to you not responding.
