Can't control goalkeeper with R3

I can't control my keeper using R3 at all during set pieces or regular play. Nothing is more frustrating than to play against someone who is able to control their keeper to block shots when you can't for some reason. This has been an issue for me since FC25, and I had hoped it would be fixed with the new release, but no. This is ridiculous. This game costs $70, how is it acceptable to have the same bugs as last year?

I've tried changing the controller settings like some have suggested but it doesn't work. Player-lock works fine though, it doesn't make any sense.
