Cant sell players

FC 26 Ultimate Team on PS5. Transfer Market worked normally at launch. For over 3 months I have received "You've reached your limit on bid/buy actions. Please come back in 24 hours" whenever I try to list a player. I can still buy players, compare prices, search the market, and quick sell items. Penalty History shows no sanctions. The issue occurs on PS5, Web App, and Companion App.
