Heavy animations and sluggish gameplay on PC

I have had similar issues to you and use a similar rig. I've noticed that my GPU runs at almost 98% when I turn my game on for the first time. My fps sits at around 140 which should feel smooth but the game is so delayed. After I reset my game and pc about two to three times my GPU runs at around 60-70% usage and my fps is at around 240! and there is no more delay. I wish knew the root cause for this because its getting really annoying having to reset my rig every time I want to play this game.
