Passing Perfectionist (this action can't be performed)

When I try to do the passing perfectionist evo it says "This action can't be performed because this evolution has expired" despite having 6 days left.

I tried to apply this evo to chain up my 86 rated Trossard but it says it expired even though it now says that its only repeatable once more (I think its meant to be repeatable twice) suggesting that I bought the evo and its that its just not working and nothing is in the Evos tab.

Potentially related is that I now have a constant notification in my objectives tab despite nothing ready to be claimed.
