[PC] A lot of input delay and sluggishness, specially online.

Hey Everyone,

I found a temporary fix for this. Set the refresh rate to 60 Hz and turn on the vsync. The reason I call this temporary is because we should be able to play on the max refresh rate our monitor allows but that's not the case rn. Please review these settings EA_Aljo if it helps in any way, thanks.
