Penalty shootouts end after the first penalty

I've only seen this in the carabao cup so far but I haven't had any other penalty shootouts.

When playing a penalty shootout the first penalty is taken, and then the team which took it looses the shootout immediately, regardless of if they scored.

I am playing on pc and bought the game on steam, ive already validated the files since I had to resolve an issue with the commentary.

My specs are an intel i5-10500H and an RTX 3060 Laptop GPU with 16gb of ram.
