Pre Contracts not working

Career manager mode, the pre contracts don't work. You can even scout players for less than 1 year contracts and that itself doesn't even limit it to players on 1 year contract. It brings up random others. But players who are definitely on 6 months, you have to buy. Where's the approach to sign? Seriously EA?
